＜第十三章：その六＞ 小池都知事の箝口令かどうかはしらないが、みどり君がこのところ、五輪関係で休みがないらしい。おそらく内部情報のようだが、2020東京五輪のボランティアの集まりがよくないという。先だっての公開情報では、登録が6万人のうち決まりそうなのが3万人ということだったが、その後はことのほか状況は良くないらしい。休日を惜しんで都内の至る所で、募集のチラシ配りを展開しているようだ。あまり口外してはいけないとのことだが、個人的には口外するにしてもしなくてもそのうち、実態は公表されるので、気にはしていない。もし、ボランティアの募集が半数に満たなくても、それはJOCの責任なので、スタッフの非は問えない。むしろ、それは企画側（広告代理店・大会執行部・官邸など）の問題であり、予測が甘かったといういうしかない。個人消費が伸び悩み、自分で使えるお金が増えず、国のほうもこそっと税金でじわじわと庶民の懐を直撃している。企業の法人税を下げ内部留保がGDP並みになっても、困窮する世帯は増加している。来年１０月には消費税が予定通り上がるようだし、国民的にはボランティアに回す余裕などはあるのだろうかと心配はしている。一日プリペイドカード1000分の支給だけでは交通費だけでも持ち出しだろうし、11万人の規模のボランティアを全額支給となるとおよそ400億円はかかるだろう。リオ五輪では十分集まったとされているが 、2020では要員が不足して、強制的な学徒動員ということになる。その場合は当然、保護者が支払うことになる。人の善意には限りがある。生活を犠牲にしてでもボランティアはやれない。震災だったら覚悟を持って、信念で人助けのためという大きな大義があるが、五輪ともなると必然性が薄くなる。2020五輪大会企画側の力が試されている。
