2001年911が世界同時多発テロという言葉でいまだに深く人々の胸の中に住み着いているが、それはただ単に歴史的な出来事として認識するだけではなく、その事件にまつわる多くの疑念が未だに晴らせないでいるというのが世論の大勢を占めている。タリバンがウサマ・ビンラディン氏をアフガニスタン内でかくまっていると言うことで、ブッシュ大統領は「怒りのアフガン戦」を展開した。その後「大量破壊兵器疑惑」の名の下でイラク攻撃を遂行した。「テロとの戦い」と当時のジョージ・ブッシュ大統領が放ったが、同時に『十字軍の戦いはまだ終わっていない』などという言葉も飛び出していた。タリバンというのはパキスタンの神学生から派生したもので、当初から過激な組織で米国に対抗してきた。米国は何故中東政策に固執し続けるのかという問いには、私論ではあるが書き残して起きたいことがある。IMF(プレトンウッズ体制)は各国への資金貸しには積極的だが、その取り立てには厳しいと言われている。当時のパキスタンは国の復興でIMFから多額の資金調達をしたが、過度な返済を迫られ、国の公的な教育資金全てを犠牲にしてまで支払いに追われた。その結果、こども達は満足な教育受けられず、慈善的な教会で身をよせる（神学生＝タリバン）ことになる。神学生達の米国への怒りはここから始まっていた。911同時多発事件で、ブッシュ政権はウサマ・ビンラディン氏（当初はCIAの要員だった）を911の首謀者と決めつけ、タリバンがアフガニスタンでかくまっているとして（確たるその証拠がないまま）、アフガニスタンを報復という大義で攻撃した。米国はそれに飽き足らず、その後サダム・フセイン氏が大量破壊兵器を隠し持っているという疑惑だけで、イラク戦争を開始し、フセイン氏を裁判で処刑にしてしまった。その後、フセイン政権では大量破壊兵器は存在していなかったと弁明したが、ブッシュ政権はその責任は取ろうとしなかった。バイデン政権は2021年8月31日でアフガニスタンから軍隊を撤退させた。状況としては1970年代のサイゴン南政府軍の敗北と酷似している。時代がいくら変わろうとも軍事面だけで紛争の経過を見ると大きな過ちを犯しやすくなる。中東の石油取引はドル決済となっているが、サダム・フセイン氏はそれを変えようとした。米国は中東のオイルマネーの基軸通貨でドル決済でなければならなかった。それは今でも変わらない。中東各国は基軸通貨に神経質になっている。世界の警察を誇る米軍が自国愛優先の政策を推し進めるということは、世界各国が自分の国は自分で守るしかないという機運が高まり、創設80年近くになる国際連合という枠組みが崩れるということに繋がる。今後、新たな国際秩序への関心が世界中に拡散する可能性は大いにある。二十一世紀の地球文明の死期が新型コロナ感染の拡散とともに早まっていると感じるのは私だけだろうか。
