河野太郎氏は特別会計を一般会計に組み入れる考えがあるという。山本太郎氏はコロナ脱却給付金で一人毎月20万円、最大三ヶ月というアナウンスを放っているが、これはあながち不可能な事ではないと思う。この時期に各政党の獲得議席数を予想するのは、競馬の予想よりは難しいように思う。当てずっぽうで予測しても空疎な気持ちになるが、要は、日本国憲法で保障されている選挙権を有効に使い、いまこそ国民は主権在民の初志を貫く決意が必要だ。自由民主党はコロナ禍での失政が続き、五輪の強行開催と国会の閉鎖、感染の歯止め対策や医療体制の崩壊防止や不十分な給付金対策が施されなかった。そして多くのスキャンダルが自公政権を襲った。その中での菅首相の突然の総裁選挙不出馬と辞任、旧態依然とした派閥間の力学による総裁選で、憲政史上最短の国会召集・解散で民意を裏切り続けている事実は、公文書がなくても歴史から消え去ることはない。バイデン政権はコロナ対策として三回の給付金を緊急対策として配布した。およそ150兆円もの予算を計上。各界から言われているようだが、しかしこれはバラマキではない。税金の前倒し予算というもので、コロナ終息後の経済の底入れを図るためのものだった。日本では何故出来ないのか？日本の国家予算は一般会計で100兆円前後と言われているが、今ではタブー視されている特別会計予算も以前は可視化されていて分かりやすかった。特別会計は200兆円から400兆円と言われており、大企業の内部留保金額は400兆円を超えている。日本が持っている土地を含めての総資産額は800兆円から1000兆円。日本国民の保有金融資産は1500兆円。正式な日本の国家予算額は一般会計と特別会計を併せて500兆円にしてもおかしくない。外貨保有残高は100兆円以上もある。日本が持つ米国の国債購入額は特別会計で判明するとされてはいるが、非公表でも、概ね100兆円は下らないと推測する。中国が持つ米国債は日本の何倍もあるようだから、米国と中国は表向き対決しているように見えて、水面下では手を握り合っているから両国は絶対戦争という事態にはならない。武漢のウイルス研究所に投資をしている多くの米国企業の存在は、ワクチンの開発競争の強さになんらかの影響を与えているのかもしれない。日本はコロナワクチン開発にたいしては少なすぎる投資に今気づいてもすでに遅すぎる。欧米からのおこぼれにすがるしかない状況は誠に寂しい限りだ。選挙に無関心の日本の若者は明治維新の頃の幕末志士たちからどんな目で見られているのだろうか。総選挙での特定の政党への肩入れはここではできないが、時代の潮流からの視点で、有権者の心理や社会学的な票の動きは予測可能なので、参考程度に記しておきたい。現衆議院の全議席数は465で、過半数は233となる。現自公与党政権は併せて過半数を勝利の設定として捉えてはいるが、その結果は厳しいものとなるかもしれない。なぜなら、8年、9年続いた安倍政権と後を継いだ菅政権も任期途中で辞任し、為政の責任者として職務を全う出来なかったからだ。森友・加計学園問題や公文書への不当な扱い方、桜を見る会での不透明な会計、河井夫妻での1億5000万円問題、内閣人事法制局の官僚支配による忖度政治への不信、それにコロナでの失政、DappiというSNSなどでの世論操作への参画、コロナ禍での銀座豪遊・収まらないコロナ禍での議員・官僚の会食三昧。与党過半数切れの要素は数限りなく存在する。それでも、日本の政がこれまでと変わらないのなら、有権者の主権在民の放棄といわざるを得ない。投票に行かない人は現体制を力強く支持していることを表明しているようなものだ。投票への無理強いはできないが、第二次大戦前では婦女子には一切参政権はなし、25歳以上の一定の税金を納めている男子と限られていたというので、戦後に与えられた参政権を大切に使って誇りある未来の民主国家日本を導いてくれる政党（どこでも良いから）に投票するべきだ。
